Publishers must have the rights to distribute every file in the package, must not include malware or undisclosed executable behavior, and must accurately describe permissions, data collection, support, and any external charges. Tabs may reject, quarantine, or revoke a version and retain review records. Approval is not a security certification.
These draft terms do not replace a privacy policy, a complete legal agreement, or a security review. The Exchange operator must finalize all three before accepting public submissions.
